Foreign Office, January 7, 1913. I AM directed by Secretary Sir E. Grey to transmit herewith, for the information of the Marquess of Crewe, copy of a telegram from His Majesty's Minister at Peking respecting the proposal that certain provinces in China should be placed on the prohibition list for the importation of Indian opium in accordance with the provisions contained in article 3 of the Opium Agreement of 1911.*
Sir E. Grey proposes, subject to the concurrence of Lord Crewe, to approve the procedure suggested by Sir J. Jordan, and he would be glad to receive any observations on the telegram which Lord Crewe may wish to offer.
